A Chief of Staff (CoS) plays a central role in building innovation capacity by creating structures, processes, and culture that promote innovation. In Sweden, this means that the CoS initiates and coordinates collaboration between different departments, as well as with external actors such as universities, science parks, and authorities such as Vinnova and the Swedish Agency for Economic and Structural Reform (Tillväxtverket). The CoS can drive the implementation of Stage-Gate processes to structure the innovation portfolio and ensure that ideas are systematically evaluated. Furthermore, it is important that the CoS works for an open innovation culture where ideas can come from all levels, in line with the Swedish tradition of flat hierarchies and consensus. The CoS should also ensure that the innovation work is anchored in the business strategy and linked to sustainability goals, such as the Agenda 2030. By measuring innovation performance with KPIs such as the number of new projects, collaboration activities, and commercialized ideas, the CoS can monitor and develop the innovation capacity. Finally, it is crucial that CoS ensures union-based representation under the MBL during major changes, and that the innovation work is inclusive and transparent.
